Since 1997, Richard Winter has provided technical support for the Chemical Stockpile Emergency Preparedness Program (CSEPP), primarily at the Umatilla Chemical Depot in Oregon. His key contributions include establishing and maintaining liaison between the depot and the two-state, multicounty off-post community; facilitating meetings; assisting with developing and monitoring the depot’s CSEPP budget; supporting development and implementation of CSEPP exercises; and providing training for depot hazard modelers. He also served as controller, evaluator, emergency response lead, and report coordinator for CSEPP exercises at other chemical weapons depots. Dr. Winter has a diverse range of experience, including 35 years of planning, environmental assessment, emergency management, meeting facilitation, and interagency liaison experience covering federal, state, and local governments.

Dr. Winter received a Ph.D. in Urban, Technological, and Environmental Planning from the University of Michigan, Ann Arbor, and a B.A. in Economics from California State University, Sacramento.
