Jacques Mitrani

Jacques Mitrani is responsible for program development, innovative research and application of Argonne's emergency preparedness programs, and the professional development of staff. As principal investigator for Argonne’s interagency agreement with the Department of Homeland Security’s Office for Domestic Preparedness (ODP), he is responsible for overseeing staff tasked with developing Web-based emergency preparedness applications, the TOPOFF (top officials) exercises, development of the Homeland Security Exercise Evaluation Program Volumes 1 and 2. He also worked on the application of the Emergency Response Synchronization Matrix (ERSM) to the Urban Areas Security Initiative.

Mr. Mitrani is project leader for the multiple tasks that comprise Argonne's support to the U.S. Army’s Chemical Stockpile Emergency Preparedness Program (CSEPP). He is responsible for sponsor interaction, programmatic initiatives, and technical guidance of project staff. In addition, he served as a regional coordinator for the Federal Emergency Management Agency's Radiological Emergency Preparedness program and participated in exercise design, development, control, and evaluation.

Mr. Mitrani has more than 18 years of emergency preparedness experience. His expertise and accomplishments include coordination, integration, and synchronization of disaster response, including use of the Synchronization Matrix software in emergency planning, exercises, and operations; codevelopment of the ERSM concept, a systems-based approach to planning, exercises, and response that was piloted at the Deseret Community CSEPP Exercise in 1998; co-development of the Performance-Oriented Exercise Evaluation process; application of planning criteria for evaluating the adequacy of facility/site plans; co-development of a database used in the analysis of exercise issues and lessons learned; and participation in the development of the Homeland Security Exercise Evaluation Program, which involved adapting the CSEPP performance-oriented process for the ODP.

Mr. Mitrani received a B.A. from the University of California at San Diego.
