Paul Hewett is responsible for developing programs, conducting research, and developing and implementing innovative approaches to resolving a wide spectrum of issues related to emergency preparedness. He has more than 30 years of experience in planning operations, designing and conducting training, and designing and conducting performance-based readiness assessments. As the principal investigator/program manager for Argonne’s support to DHS FEMA’s National Preparedness Directorate (NPD), he leads research teams that:
- support development of FEMA’s Comprehensive Preparedness Guides;
- provide logistics planning, operational planning, and risk communications technical assistance to state and local governments; and
- develop and deploy emergency management models, simulations, and decision-making tools in support of technical assistance programs.
His research interests include planning modernization, exercise evaluation methodologies, and vulnerable population assistance. He is the author or co-author of numerous journal articles and reports on emergency planning, evaluations systems, and lessons-learned processes.
Mr. Hewett received an M.Ed. in Human Resource education (concentration in Training and Organization Development) from Boston University and a B.A. in Political Science from Western Maryland College. He also received a Graduate Certificate in Emergency Management from Jacksonville State University in Alabama. He is a graduate of the U.S. Army Command and General Staff College.
