James "Bob" Grogan served as Argonne's support for the Chemical Stockpile Emergency Preparedness Program (CSEPP) for the U.S. Army Chemical Center, the U.S. Army Utility Police Center, and Fort McClellan, Alabama. Upon base closure actions, he transitioned the program responsibilities to the Alabama Army National Guard’s newly created Fort McClellan Army National Guard Training Center. He was responsible for developing and maintaining an emergency response program and capability for the installation’s/training center’s population in the event of a chemical stockpile accident or incident at Anniston Army Depot. Mr. Grogan developed and managed all aspects of the program to ensure that the mission and associated responsibilities were completed. He has since served as the principal adviser to the Commander for CSEPP and as his primary agent to ensure program interconnectivity and coordination with on- and off-post organizations and jurisdictions.
Mr. Grogan has more than 20 years of experience in aviation, logistics, and contingency management operations and over 16 years of specialized experience in emergency preparedness and management.
He received an M.P.A. (with a concentration in Emergency Management) and a B.S. in General Business (with a minor in Economics) from Jacksonville State University in Alabama.
