Jonathan D. Evans served as program and financial management analyst for Argonne's Chemical Stockpile Emergency Preparedness Program (CSEPP), with expertise in the federal programming and budgeting system. He has provided cost analysis in the development and implementation of federal and local government emergency management and response activities, applying sound, in-depth management principles in the design, development, and implementation of emergency preparedness national policy, planning, programming, training, and evaluation. He has investigated emergency management and response systems and assessed the cost-effectiveness of the methodologies involved at all stages of emergency preparedness—from the federal government to local communities.

Mr. Evans has more than 12 years of experience in Department of Defense acquisition, including the congressional legislative cycle concerning the Air Force’s B-52 and B-1 bombers, the U-2 and Joint Strike Fighter aircraft, AIM-9X and ARAAM air-to-air missiles, and the Tri-Service Stand-off Attack Missile. He also has an extensive background in technology transfer, export control, and foreign disclosure activities involving U.S. government/military technology and information.

Mr. Evans holds a B.S. in Aeronautical Science from Embry Riddle Aeronautical University.
