As technical staff and trainer for Argonne's emergency planning and preparedness projects, Richard S. Converse has worked with emergency planners from the U.S. Army, the Federal Emergency Management Agency (FEMA), and the U.S. Department of Energy (DOE). He helped revise and co-deliver the Chemical Stockpile Emergency Preparedness Program (CSEPP) Integrated Performance Evaluation training course and serves as an evaluator at CSEPP exercises. He co-developed and taught a series of courses to improve the capabilities of evaluators and controllers at DOE emergency preparedness exercises. Mr. Converse was a member of the FEMA team that evaluated the planning and preparedness capabilities of the Commonwealth of Massachusetts for the Seabrook Nuclear Power Plant during the transition from the utility-developed plan to the plan developed by the Commonwealth. He has taught emergency preparedness planning courses at FEMA’s Emergency Management Institute and has frequently served as an evaluator and team leader during FEMA radiological preparedness exercises.

Mr. Converse holds an M.S. in Wildland Resources Planning and a B.A. in Economics from Duke University and University of Idaho, respectively. He lives in Seattle, Washington.
