Since 1988, Kenneth M. Bertram has directly managed as many as 150 emergency preparedness research, evaluation, and training staff and contractors supporting the Federal Emergency Management Agency (FEMA) Radiological Emergency Preparedness (REP) Program. He provided administrative management support for the U.S. Army/FEMA Chemical Stockpile Emergency Preparedness Program and multiple U.S. Department of Energy (DOE), Department of Transportation (DOT), and Department of Defense programs, serving first as manager of the Emergency Systems Section and then as group leader of the Emergency Preparedness Group.
In addition, Dr. Bertram has 35 years of diverse experience in academic, business consulting, and Argonne research in transportation and logistics cost and energy-efficiency improvement methodologies and technology applications. He developed environmental guidelines for inland coal transportation and assessed alternatives to deep-draft point dredging for developing U.S. coal exports. He also conducted workshops and seminars in virtually all of the above areas and authored or coauthored 47 publications.
Dr. Bertram is the primary author of the DOT/FEMA Report to Congress on Hazardous Materials Training, Planning, and Preparedness; lead author of the FEMA Railyard and Adjacent Community Hazardous Materials Preparedness Guide; coauthor of the FEMA chapter, "Soviet Union Emergency Preparedness and Response to the Chernobyl Accident," in the Nuclear Regulatory Commission (NRC) Report on the Accident at the Chernobyl Nuclear Power Station, two state and local terrorism preparedness planning guides; and one business emergency management guide. He also provided briefings to Russian scientists and radiological emergency planners on technical components of the FEMA REP Program and proposed mutual collaboration projects at DOE/NRC-Russian workshops in the United States and Russia.
Dr. Bertram holds a Ph.D. in Marketing from Michigan State University. He also holds an M.B.A. in Transportation from Michigan State University and a B.S. in Accounting from Fordham University.
